ناکامی‌ها و دستاوردهای سیاست همسایگی اتحادیه اروپا؛

چکیده

جمهوری اسلامی ایران در دوره های مختلف، سیاست های مختلفی را به عنوان راهبرد اصلی سیاست خارجی خود در نظر گرفته است. برای مثال در دوره ای، سیاست نگاه به شرق (به طور خاص روسیه و چین) و در دوره ای نگاه به غرب (اروپا و آمریکا) مد نظر قرار گرفته است. اما از دیرباز و به اقتضای عوامل ژئوپلتیک و عوامل فرهنگی و اقتصادی همسایگان ایران کم و بیش نقش کلیدی در تامین نیازهای امنیتی، سیاسی، اقتصادی و اجتماعی ایران داشته اند. در دوران معاصر با تحولاتی که در منطقه غرب و  جنوب آسیا افتاده است (مانند سقوط صدام حسین، حضور نظامی آمریکا در عراق و افغانستان، تعمیق حضور و نفوذ منطقه ای ایران به ویژه در کشورهایی مانند عراق، لبنان، سوریه و یمن) باعث اهمیت روز افزون جایگاه همسایگان در سیاست خارجی ایران شده است. براین اساس، شاید بتوان گفت دوره حاضر، دوره ضرورت در اولویت قرار دادن «سیاست همسایگی» یا «نگاه به همسایگان» در سیاست خارجی ایران می باشد. اتخاذ سیاست همسایگی نیازمند داشتن راهبردی مشخص، منسجم، بلند مدت، جامع و فراگیر می باشد که به اذعان برخی از کارشناسان سیاست خارجی ایران، چنین راهبردی وجود ندارد و یا دست کم، با توجه به شرایط موجود طراحی و تنظیم نشده است. یکی از نهادهای بین المللی که در زمینه سیاست همسایگی دارای راهبرد مشخص و جامعی بوده است اتحادیه اروپا می باشد که با هدف تبدیل شدن به یک قدرت و هژمونیِ هنجاریِ بین المللی این راهبرد خود را تنظیم ساخته است. البته مسیری که اتحادیه اروپا برای خود ترسیم ساخته بود چندان عاری از موانع و چالش های جدی نبود و همین چالش ها، اتحادیه را وادار به اصلاح سیاست های همسایگی خود نمود. مقاله حاضر، با نگاهی تحلیلی و توصیفی به مبانی، ساختارها، رویکردها، تاثیرات و محدودیت های سیاست همسایگی اتحادیه اروپا و به طور کلی با نظر به ناکامی ها و دستاوردهای آن، به دنبال ارائه الگوی اولیه برای طراحی سیاستی جامع نگر و منسجم برای سیاست منطقه ای و همسایه محور جمهوری اسلامی ایران می باشد.
