Abstract
Palestine has been always the subject of partition. The UN selected a special committee in 1947 to solve the issue of Palestine. After debates and negotiations, the members of the committee introduced a scheme which recommended two Jewish and Arab states in Palestine with economic unity and giving the Qods an international regime.
The present article aims to assess Palestine Partition Resolution as a basis for establishing two nation-states and then with regard to the article on the condition of the Qods, by utilizing the unity factor, will appraise the possibility of benefiting this factor for the referendum plan
