Saudi Arabia is one of the important states in foreign policy sphere of Islamic Republic of Iran. Identifying the political structure of this country and its internal dynamics is decisive in understanding decision making of Saudi Arabia which in turn is of importance for Iran’s regional and international policies.
 The aim of this article is to give a societal explanation of the political system in Saudi Arabia. This study does not enter into theoretical social concepts but gives an empirical explanation of the matter. Based on this aim, titles including the role of councils, stability and change in Saudi regime, tribal governmental structure and power relations in Saudi Arabia and ultimately parties and opposition groups in this state will be analyzed.
