Cultural diplomacy as an effective and flexible tool in foreign policy paves the way for promoting the level of relations between states and enhancing understanding between nations and creating peace and stability. With the shortcomings of power-oriented approaches in solving global challenges and crises and establishing international security, the need for cultural diplomacy among states is more apparent. Due to dramatic changes in the area of information and communication technology, the concept of cultural diplomacy is changing, requiring the redefinition of the concept.
The present article aims to give a new picture of efficient cultural diplomacy and to introduce a new analysis of evolution in transition of cultural phenomena with regard to developments in contemporary age taking into account the technological factors.
