With the onset of the 2010s and concurrent regional transformations—particularly the Arab Spring—Turkey moved toward adopting a developmental foreign policy with the aim of consolidating its position as an independent actor within a multipolar global order. Accordingly, the central problem of this study is to examine the strategies and policies that the Turkish government employed in its foreign policy during this challenging period (2010–2025) to achieve its overarching economic development objectives. The main research question, therefore, is: How has Turkey's developmental foreign policy during 2010–2025, through the combination of which specific policies, enabled it to move closer to its developmental goals within a multipolar order? The hypothesis posits that Turkey's developmental foreign policy during these years can be characterized by a "Strategic Flexibility Model"—a framework that has facilitated the implementation of two categories of policies: first, sustainable policies (active economic diplomacy, national resource mobilization, precise definition of national interests, diversification of foreign relations, and public diplomacy), which constitute the stable strategic core; and second, adaptive policies (strong foreign policy, technology transfer, pragmatism, financial governance, and economic self-sufficiency), which function as a flexible periphery in response to crises. Employing a qualitative methodology and process-tracing technique, this study describes and interprets these policies across four consecutive periods. The findings indicate that this flexible model, by maintaining stability in its sustainable pillars while intelligently employing adaptive instruments, has not only ensured strategic stability but also paved the way for Turkey's economic development in a turbulent international environment.
