Concentrating on the period following the fall of Kabul on August 15, 2021, and the Taliban’s return to power, this research presents a comparative analysis of the positions and policies by China and Russia toward the Taliban. The study aims to shed light on the strategic nuances and evolving perspectives of these two global powers as they adapt to Afghanistan’s shifting political landscape and redefine their regional priorities. The primary data are drawn from official speeches and statements delivered by Chinese and Russian representatives during United Nations Security Council meetings. By systematically analyzing key themes from ten sessions held between September 2021 and June 2025, the research identifies core foreign policy patterns and explains their evolution through the reconstruction of official narratives. The findings suggest that although both countries have accepted Afghanistan’s new political reality, their strategic emphases and speed of adaptation differ. China’s approach focuses on border security and economic cooperation, while Russia prioritizes regional stability and counter-terrorism. Russia, adopting a realist perspective centered on the Taliban’s ability to maintain security control, officially recognized the new Afghan government in 2025, placing geopolitical interests above human rights considerations. In contrast, China maintains a more cautious stance, emphasizing the need to “guide” the Taliban and viewing political stability and economic reconstruction as key components of its broader regional strategy. Overall, China demonstrates a more comprehensive and long-term approach, utilizing diverse tools such as economic and technological support. Conversely, Russia’s instruments remain largely confined to political legitimization, prompting short-term and operational strategies.
