Public Diplomacy and Its Relation to Algorithmic Diplomacy; How the National Image is Constructed in the Age of Artificial Intelligence

Abstract
In the age of globalization, we are witnessing a transformation in power patterns in the international arena; such that soft power has replaced hard power. This shift has increased the importance of public diplomacy in international relations. Meanwhile, the emergence of new technologies like Artificial Intelligence has had a significant impact on shaping national perceptions and the international image of countries. Accordingly, the research question is: What role can AI play in improving or changing the national image of countries within the framework of public diplomacy? The aim of this research is to investigate the extent and manner of AI's influence on the process of shaping countries' national image in global public opinion.

The results of the qualitative data analysis indicate that in areas such as public sentiment analysis, production of personalized messages, and prediction of international feedback, AI can assist policymakers in optimizing public diplomacy strategies and significantly increase the effectiveness of national image-building.

However, challenges such as the potential for information manipulation, erosion of public trust, and ethical considerations are among the risks that must be seriously considered. Furthermore, AI's ability for real-time monitoring of data from social networks, digital media, and news sources enables the rapid correction of incorrect or distorted narratives about the national image and brand, paving the way for enhancing their status and credibility in global public opinion.
