نهادسازی ویژند ملی در سیاست خارجی کره جنوبی: درس هایی برای جمهوری اسلامی ایران

چکیده
نهادسازی و حکمرانی در برند ملی یکی از موضوعات مهم در حوزه مدیریت برند و توسعه اقتصادی کشورها به ‌شمار می‌رود. برند ملی به معنای تصویر و هویتی است که یک کشور در ذهن مردم و بازارهای جهانی ایجاد می‌کند. این برند می‌تواند تأثیر زیادی بر جذب سرمایه‌گذاری، گردشگری، صادرات و حتی فرهنگ و هویت ملی داشته باشد. بسیاری از کشورها برای مدیریت برند ملی و شهرت بین‌المللی خود، نهادسازی کرده‌اند و با ایجاد مؤسسات غیردولتی سعی در بهبود جایگاه خود داشته‌اند. بر همین اساس پرسش اصلی این پژوهش آن است که کره جنوبی برای مدیریت برند ملی خود چه نهادها و ساختارهایی را ایجاد کرده‌اند؟ و این تجربه‌ها چه رهیافت‌هایی برای جمهوری اسلامی ایران دارد؟ روش تحقیق پژوهش مبتنی بر منابع کتابخانه‌ای، توصیفی - تحلیلی بوده و از مطالعه موردی (Case Study) و تحلیل مضمون استفاده کرده است. براین‌اساس، تجربه موفق کره جنوبی برای بررسی ساختارهای برندسازی ملی بررسی می‌شود و می‌توان چنین برداشت کرد که یکی از مهم‌ترین مؤلفه‌های مدیریت برند ملی و شهرت بین‌المللی این کشور، نهادسازی راهبردی است. تجربه این کشور نشان می‌دهد که جمهوری اسلامی ایران بایستی با ایجاد انسجام و وحدت فرماندهی ذیل یک نهاد فرا قوه‌ای، مؤسسات غیردولتی به‌منظور کاهش حساسیت جهانی در نسبت با برندسازی ملی کشور تشکیل دهد.

Institutionalization of Nation Branding in South Korea’s Foreign Policy: Lessons for the Islamic Republic of Iran

Abstract:

Institutionalization and governance in nation branding constitute significant issues in the field of brand management and the economic development of countries. A nation brand refers to the image and identity that a country projects in the minds of people and global markets. This brand can have a considerable impact on attracting investment, tourism, exports, and even nation culture and identity. Many countries have institutionalized their efforts to manage their nation brand and international reputation by establishing non-governmental organizations aimed at improving their global standing. Accordingly, the central question of this study is: What institutions and structures has South Korea established to manage its nation brand, and what lessons can be drawn from these experiences for the Islamic Republic of Iran? This research is based on a descriptive-analytical method using library sources, case study, and thematic analysis. The successful experience of South Korea in nation branding structures is examined, leading to the conclusion that one of the most critical components of managing a nation brand and international reputation is strategic institutionalization. South Korea’s experience suggests that the Islamic Republic of Iran should establish coherence and unified command under a supra-governmental institution and form non-governmental organizations to reduce international sensitivity toward the country’s nation branding efforts.
