International Responsibility of States vis-a-vis the Violent Acts of Individuals in the Framework of Terrorism

Abstract
The international violent acts of states create their responsibility. Any violent act is consisted of two subjective and objective aspects. The critical principle in subjective aspect is that the acts of individuals are not attributable to states, though in certain conditions the individuals could be perceived as the actual pillar of the state. These cases are mentioned in debates of the Commission of International Law on international responsibility of states. There are some new incidents after September 11 like supporting terrorists which are not included in those debates. Following these considerations, in case of attribution of acts of terrorists to the state, that state is responsible and the targeted state will have the right of defense in any condition.
