The Evolution of the Concept of Head of State Immunity in ‎International Law

Document Type : Research Paper

Abstract
The concept of head of state immunity from the beginning of 20th  century has evolved dramatically. The process of developments in this concept from Versailles Pact of 1919 up to now which has been reflected in charters of courts in Nurnberg, Tokyo, former Yugoslavia, Rwanda, Sierra Leon, International Criminal Court and other international and internal courts make obvious that nowadays the heads of states in case of committing international crimes and violating human rights and international humanitarian law will not enjoy the individual nor job immunity. In other words the heads of states if violate international ergo omnes will have criminal responsibility.
