The EU Approach toward Conflict Prevention in Western Balkan

Abstract
The Balkan crisis and conflicts in Bosnia and Herzegovina and Kosovo revealed the failure of EU foreign policy toward Western Balkan. One of the most apparent features of reactive and non-preventive policy of the EU toward this crisis was the decision to exclude the Kosovo matter from Dayton Peace Accords. The present article aims to emphasize that the role of the European Union in crises in Western Balkan has changed. It will also assess the reasons behind this change. The need for improving the weak image of the EU for failures during Balkan crises and the necessity for improved common foreign and security policy and the perception of conflicts in Kosovo as threatening peace and security in Europe is among important reasons causing dramatic changes in EU foreign policy toward Southeastern Europe.
