The US Soft Policy in the Middle East during Bush and Obama Administrations: A Comparison

Abstract
The US foreign policy has changed in recent years. Undoubtedly the incidence of September 11 was the basis of most radical changes in the US principles, strategy and its tactics and means of foreign policy. The failure of Bush administration in obtaining the US goals in the Middle East, the economic crisis and public dissatisfaction, contributed to another transition in the US foreign policy. Barrack Obama, who came to power to be the pioneer of change in the US policy making machinery, adopted strategies and tactics different from those of Bush and neoconservatives. Software orientation has been evident both in strategies of neoconservatives and democrats with different weight and concentration. while the republicans have been more for using hard power in security issues, the Obama doctrine is to some extent the continuity of former policies but with different means and mostly in the format of soft power.
The shift in the US foreign policy in Obama administration is mainly based on employing smart power and reproducing more effective diplomatic means, the present paper concludes.
