One of the forums in the field of energy which has been established in last ten years is the forum of 'natural gas exporting countries'. There are three visions and media images of this forum. In one description, this forum is perceived as a forum of developing countries. Another view looks at it as leverage for Russian energy policy. The third view depicts it as a cartel. Each view, indeed, reflects a part of the reality. In order to sustain its national interest, Iran has adopted policies in interaction with this multilateral entity. However, in spite of its efforts in creating this forum, Iran has not achieved yet substantial benefits from this organization. The present article reviews the above mentioned observations and evaluates the achievements and failures of Iran in this regard.
