On one hand, nation-states try to control and manage the successive waves of immigration facilitated by global mafia and, on the other hand, immigration is promoted by anti-national and trans-territorial forces which do not respect the borders, territories, regulations, sovereignty and security of states. The present article explains how the current world will be subordinate to the balance and equilibrium between these two opposing forces. It also indicates that we are in a transition toward a new world order which its rules are not fixed yet and the balance between governmental and non-governmental forces is not shaped. Therefore, in such a geopolitical context, today immigration has turned to a ‘security challenge’ which many states are not able to control or manage its ramifications. Moreover, this trend has its own detrimental humanitarian risks and consequences for immigrants, the target countries, and the migrants’ homelands. ن ب�D� ��
m�2fی جریان بین‌المللی مهاجرت امروزه فضای ژئوپلتیک جهانی را با تحولات زیادی مواجه کرده است. از یک طرف دولت‌ـ‌ملت‌ها در راستای کنترل و مدیریت جریان مافیایی جهانی مهاجرت تلاش می‌کنند؛ از طرف دیگر نیز مهاجرت همان نیروهای ملی‌زدا و فراقلمروگرایی است که به مرزها، سرزمین، قوانین، حاکمیت، امنیت و اقتدار کشورها احترام نمی‌گذارد. این مقاله بیان می‌کند که جهان پیش روی ما از تعادل و ایزوستازی[1] بین این دو نیرو شکل خواهد گرفت. همچنین، در این مقاله بیان می‌شود که ما در دوران گذری هستیم که هنوز قوانین آن ثابت نشده و تعادل نیروهای حکومتی و غیرحکومتی به سرانجام نرسیده است. امروزه مهاجرت به‌ جریانی امنیتی تبدیل شده است و پاره‌ای از کشورها در کنترل، مدیریت و مقابله با آن در درون مرزها و یا بیرون از مرزهای خود با چالش جدی مواجهند. به علاوه، این جریان دارای پیامدهای ناگوار و مخاطرات انسانی عظیمی هم برای افراد مهاجر و هم برای کشورهای مبدأ و مقصد می‌باشد. مثال‌های ارائه شده در متن مقاله براساس فرض تقویت مرزها و تأثیرات حکومت در جهت مقابله و کنترل جریان فراملی مهاجرت می باشد. <br clear="all" /> [1].
