The main research question is: What role has AI played in shaping U.S. foreign policy and national security, and how can this role be explained within the framework of great power competition, particularly with China? The theoretical framework of the study is based on neorealism in international relations, which emphasizes the anarchic structure of the international system, the competition for survival, and the pursuit of relative power by states. The research adopts a qualitative, descriptive–analytical approach, employing qualitative content analysis and trend analysis. Data were collected through the review of official U.S. government documents, think tank reports, and scholarly sources. Findings indicate that AI has become an integral part of U.S. foreign policy, utilized in areas such as cybersecurity, international narrative-building, digital diplomacy, and intelligent military operations. By enhancing data processing and analysis capabilities, AI has improved the accuracy and speed of strategic decision-making and enabled the creation of targeted diplomatic messages tailored to the cultural and social contexts of different audiences. Furthermore, the establishment of specialized institutions and the collaboration among government agencies, technology companies, and think tanks have facilitated the systematic integration of AI into U.S. foreign policy-making processes. the results suggest that AI is not merely a technological tool, but a core pillar of U.S. national power and a decisive factor in shaping the country’s international behavior in the current decade. پژوهش حاضر با هدف تبیین و تحلیل نقش هوش مصنوعی در سیاست خارجی و امنیت ملی ایالات متحده آمریکا در بازه زمانی ۲۰۲۱ تا ۲۰۲۵ انجام شده است. پرسش اصلی تحقیق این است که فناوری‌های هوش مصنوعی چه نقشی در شکل‌دهی به سیاست خارجی و امنیت ملی ایالات متحده ایفا کرده‌اند و این نقش چگونه در چارچوب رقابت قدرت‌های بزرگ، به‌ویژه با چین و روسیه، قابل تبیین است. چارچوب نظری پژوهش مبتنی بر نظریه نوواقع‌گرایی در روابط بین‌الملل است که بر ساختار آنارشیک نظام بین‌الملل، رقابت برای بقا و افزایش قدرت نسبی دولت‌ها تأکید دارد. روش تحقیق، کیفی با رویکرد توصیفی–تحلیلی و مبتنی بر تحلیل محتوای کیفی و بررسی روندهاست. داده‌ها از طریق مطالعه اسناد رسمی دولت ایالات متحده، گزارش‌های اندیشکده‌ها و منابع علمی معتبر گردآوری شده‌اند.یافته‌های تحقیق نشان می‌دهد که هوش مصنوعی به بخشی جدایی‌ناپذیر از سیاست خارجی ایالات متحده تبدیل شده و در حوزه‌هایی همچون امنیت سایبری، روایت‌سازی بین‌المللی، دیپلماسی دیجیتال و عملیات نظامی هوشمند به کار گرفته شده است. این فناوری با افزایش توان پردازش و تحلیل داده‌های عظیم، دقت و سرعت تصمیم‌گیری‌های راهبردی را ارتقا داده است. همچنین، ایجاد نهادهای تخصصی و همکاری میان دولت، شرکت‌های فناوری و اندیشکده‌ها، زمینه‌ساز ادغام سیستماتیک هوش مصنوعی در فرآیند سیاست‌گذاری خارجی آمریکا شده است. نتایج حاکی از آن است که هوش مصنوعی، نه صرفاً ابزاری فناورانه، بلکه یکی از ارکان اصلی قدرت ملی ایالات متحده و عاملی مؤثر در شکل‌دهی به رفتار بین‌المللی این کشور در دهه جاری به شمار می‌آید.
